Although New York offers state residents one of the lowest tuition rates in the nation, for low-income people the costs can still be steep. The Excelsior Scholarship program will ensure that students statewide, regardless of their socio-economic status, have the opportunity to receive a quality education and gain the skills they need to succeed in our global economy. This means that students at State University of NY campuses will only save a little over $6,000 per year if they are residents.

As student debt continues to soar - reaching $1.2 trillion nationwide and surpassing credit card debt, auto debt and home equity lines of credit as the second largest source of consumer debt, this program will work to make college affordable for students and families.

"This common sense measure will close a glaring loophole that exists in state law by prohibiting any non-hands free use of a mobile phone or personal electronic device - regardless of whether a driver is stopped at a light or traveling in stop-and-go traffic", the DMV spokesperson, Joe Morrissey, told the Times Union.

But if it is possible, then those who benefit need to become NY state taxpayers.

So not only would many New Yorkers enter the workforce debt free, but more recent high school graduates than before would have the means to pursue a college education.

The US state wants to extend free tuition to middle-class families, as well as the disadvantaged, with young people in nearly a million households expected to be eligible. Last year, we were able to secure a tuition freeze for public college and university students - a trend I would like to see continue.
